The installation of 100 MW of electrolysers at Galp’s Sines refinery in Portugal has been completed, marking one of Europe’s largest renewable hydrogen projects. Meanwhile, in Spain, Repsol has plans for a similarly large-scale development in Bilbao.

Plug Power, developer of hydrogen fuel cell and electrolyser systems, announced that all 10 of its PEM GenEco electrolyser arrays are now installed at the refinery in the Port of Sines. The milestone follows the project’s initial announcement in October 2025, when the first 10 MW module was delivered.

 

Commissioning of the electrolyser systems is expected to begin in the coming months. Once operational, the system is expected to produce up to 15,000 t/y of renewable hydrogen, replacing approximately 20% of the refinery’s grey hydrogen use and reducing greenhouse gas emissions by 110,000 t/y of CO2.

 

Jose Luis Crespo, President and Chief Revenue Officer of Plug Power, described the project as proof ‘that large-scale green hydrogen is not just possible – it is already happening’. The Sines refinery, he said, represents a ‘defining moment for Europe’s energy transition’.

 

Ronald Doesburg, Executive Board Member responsible for Galp’s industrial activities, noted that it was ‘a key step in the development of a new generation of low-carbon fuels that will enable the decarbonisation of activities that cannot be electrified’.

 

Repsol to install 100 MW electrolyser at Petronor

Meanwhile, Repsol is to install a 100 MW electrolyser at its Petronor refinery in Muskiz, near Bilbao in Spain. Scheduled to be operational by 2029, the plant will produce up to 15,000 t/y of renewable hydrogen for use at the refinery.  

 

As part of the Basque Hydrogen Corridor, it will also supply renewable gas to the region’s industry, avoiding the emission of up to 167,000 t/y of CO₂.

 

The €292mn project has already secured €160mn in funding from the EU’s NextGenerationEU programme under Spain’s Recovery, Transformation and Resilience Plan, after being designated a Project of Common European Interest by the European Commission.

 

The 100 MW unit will be the second electrolyser installed at the Petronor site, following the commissioning of a 2.5 MW electrolyser in 2023.

 

Repsol is also expanding its electrolyser portfolio elsewhere in Spain: in September, the company approved construction of a 100 MW plant at its Cartagena refinery, due online in 2029, and is planning a further 150 MW project in Tarragona.
