Covering up a safety problem

In the LPG world, mounded tanks are recommended as potentially optimal means of storage, the main advantages being that they cannot be subject to direct fire engulfment, BLEVE, or local radiation. They are also not affected by the water table, as are underground tanks. Recommended also are maximum tank diameter of 8 m and length of 80 m, giving a 3500 cu. m capacity. A heavy external coating is required for corrosion protection. Internal inspection is required every 10 years.
