EU code of conduct for better energy efficiency
A European Union code of conduct has been launched to give practical guidance on energy efficiency improvement, and to help create an EU-wide energy efficiency services market, writes Keith Nuthall. The EU Energy Performance Contracting Campaign is a joint initiative by the European Commission’s Energy Directorate General, the European Investment Bank, ManagEnergy Initiative (an autonomous European Commission scheme) and the Covenant of Mayors, an EU local government grouping.
As part of this initiative, a European Code of Conduct for Energy Performance Contracting was launched on 28 August by the EU’s Transparense project. The code suggests principles for contractors to follow, including the acceptance of financial risk where promised energy efficiency improvements fail to be delivered. The code calls for contractors to measure efficiency improvement using respected measurement techniques, providing long-term energy management services to customers, using qualified staff and recognised quality standards.
The code has been endorsed by the European Association of Energy Service Companies and the European Federation of Intelligent Energy Efficiency Services.
